Is JavaScript the only way to make a link open in a new window?

I am working on a website and I want many of my links to open in a new browser window. However, the web editor that I am using creates a JavaScript script to do this. This causes the new windows to be blocked by pop-up blockers. Is there any other way to make links open a new browser window other than using something that can be blocked by a pop-up blocker?
